I realize I'm resurrencting an old post, but the fix for this wasn't in RenderServer.py at all.  I traced through the code today and found the issue was with some javascript code.  The fix is detailed here...

Oh I see, the original post was for the actual times on the X axis not being displayed in the browser's local time.  That's definitely in RenderServer, but they had changed the timestamps to be hardcoded to use UTC in 3.x and that definitely shouldn't have been done.
