Can Core do everything that Enterpise can do?  I'm assuming that Enterprise has all the necessary components already installed to hit the ground running where core needs tweaking to do what Enterprise can do is this correct?

Enterprise doesn't really exist anymore. Service Dynamics is what replaced Enterprise, and does include additional features that add on to Core. Core has the same features as the monitoring part of Service Dynamics, but Service Dynamics does do other things. It would be useful for you to compare the featuresets on the zenoss.com vs zenoss.org sites...
