Tried to find this option in the alerting rules but without success.

I want one specific user to be alerted only when a device is unreachable e.g. by ping and not all critical alerts from the eventlogs etc. Is this possible?

Jogen:

In the alerting conditions add the condition 'EventClass' 'is' '/Status/Ping'. This will ensure that only ping up/downs meet the alerting criteria.
