Shameless bump.

Does anyone have advice on how to start debugging this issue?

I think this is the same issue discussed in the 'False Positive alerts on httpd monitoring' thread.  http://community.zenoss.org/message/56175#56175 http://community.zenoss.org/message/56175#56175

Unfortunately there has not been a resolution.

OK, that thread fits our situation pretty well and I see the logic in how ddreggors defined the problem.

It would sure be nice to see a fix.
