Greetings...

Welcome to the Wonderful World of RRD graphs.  They can do a lot of interesting things, it's worth the time to read about them at http://oss.oetiker.ch/rrdtool/doc/rrdgraph.en.html http://oss.oetiker.ch/rrdtool/doc/rrdgraph.en.html

The Average and Maximum fields in the legend on your graph are calculated for the datapoints that are on your graph -- if you're looking at 8 hours, it's the Avg/Max for those 8 hours, and if it's 10 days, you get the Avg/Max for those 10 days.

Using the default setup for Zenoss graphs, Averages and Maximums are calculated and stored at intervals of 30 minutes, 2 hours, and 24 hours.  If you zoom out on a graph to a 90 day timespan, you would be seeing the consolidated Average datapoints at the "24 hour" level.  If you edit the graph template and change the "Consolidation" parameter from "AVERAGE" to "MAXIMUM", the 90-day graph will show the Maximum from each 24-hour period.  If you put your datapoint into the graph template twice, you can show the Average and Maximum at the same time.

As you zoom your graph back in from 90 days to shorter time spans, the consolidated datapoints will shift from the 24-hour variety to the 2-hour variety when it can (when timespan < 50 days, roughly, I think), and shift again to 30-minute datapoints when timespan is around 10 days, give or take a day.  Its worthwile to play with a graph and have both the MAX and the AVG displayed, and see how they change with the timespan -- just to get a feel for how this impacts your data.
