This is exactly what the Zenoss zenmodeler cycle does. It applies "modeler plugins" to a device which are just definitions of configuration data to collect periodically. The most common modelers are SNMP-based though some are command-driven and you can write your own too. zenmodeler runs every 12 hours by default but you can change that.
Modeler plugins can be applied at a device class so that all devices in that class inherit these plugins; they can be overriden at a lower device class or on a specific device if you wish.
