I'm not sure what you're asking here. Did you want to have Zenoss create events in a JIRA system you're running, or did you want to report bugs *in* Zenoss?

The easiest way is to use email.
Jira can monitor POP mailbox. Zenoss can send emails in reaction to events.

Have zenoss email the event to your jira dedicated mailbox, and let jira suck in the email and create the ticket
