Is the portlet layout for 4.2 cookie based?

I re-arranged my portlets the way I wanted, claned my browser cache, and the next day it was back to the default layout.

I don't think so, they should be persisted in the UserSetting "dashboardState". You can test this out by typing, in zendmd,
dmd.ZenUsers.*YOURUSERID*.dashboardState

If that is set to something it should be the current state.
