I know there are several other mentions of this issue floating around on the internet but I believe I have tried all of the proposed solutions.
I'm running Zenoss 4.2.4 on CEntOS 6.4, everything had been working fine until I shut down the server last night to replace a noisy fan.  This morning when logging in I noticed that none of the monitored devices have any data in the graphs since the shutdown.  All of the services are running.  I've done the rebuild of the catalog and the reindex and it doesn't seem to have helped.  Looking in zenperfsnmp.log I see:
